Phone is factory unlocked, and works with any GSM carrier, worldwide (I’ve used it with Canadian, U.S. and Mexican carriers), or any plan you want (pay-as-you-go, etc).
Pricing: Apple does not sell the 16GB any more, but the 8GB one can be bought for $450. Base your offer on those facts. 🙂
